法律地位与认证要求
EN 14351-1：外门窗CE认证协调标准，强制要求。销往欧盟的外门窗必须通过此标准进行CE认证。
EN 14351-2：室内门非协调标准，CE认证不适用，且未在欧盟官方公报（OJEU）发布。
CE marking: Awaitng standardzation for Interal Doorsets
CE marking has been available for exterior, commercial and industrial doorsets for almost 10 years. It allows the free movement of these products within the European Union. However, for the time being the CE marking is not available for internal doorsets due to the fact that the product standard EN 14351-2 for these elements has not been published in the OJEU.
Due to the revision of the Construction Product Regulation and the work initiated by the European Commission, the standardisation work concerning this standard has been delayed. Discussions are underway to modify the global structure of product standards EN 14351-1 (windows and external pedestrian doorsets), EN 14351-2 (internal pedestrian doorsets), EN 13241 (industrial and commercial doors) and EN 16034 (fire-resistant doorsets).
Ultimately, the aim is to merge fire resistance performance with other requirements to create a product standard for each type of element:
A standard for pedestrian doorsets: merge standards EN 14351-1 (excluding windows), EN 14351-2 and EN 16034
A standard for windows: merge EN 14351-1 (except doors) and EN 16034
A standard for fire resistant industrial doors: merge of EN 13241 (except gates) and EN 16034
A standard for non-fire resistant industrial doors: EN 13241 base (partial)
Regulatory Review of CE Marking for Doors/Windows under Regulation (EU) 2024/3110
CE marking for doors and windows is mandatory for marketing these products in the European Union. In the context of the new Regulation (EU) 2024/3110 on construction products, the applicable standards for doors and windows are being reviewed to improve consistency across different technical standards, especially regarding fire resistance and other performance aspects.
What Does CE Marking Mean for Doors?
CE marking ensures that a pedestrian, industrial, or commercial door meets essential requirements related to safety, health, energy efficiency, and mechanical resistance as defined by EU legislation. It is a prerequisite for distributing these products within the European Economic Area.
Harmonized Standards Currently Under Review
The regulatory review process affects the following harmonized standards applicable to CE marking of doors and windows:
EN 14351-1: External doors and windows
EN 14351-2: Internal doors
EN 13241: Industrial, commercial, and garage doors
EN 16034: Fire resistance and smoke control performance
Objective of the Review: Standard Integration
The main objective of this review is to integrate fire resistance performance with other functional requirements, thus avoiding duplicate certification processes for combined products. This streamlining aims to provide a more practical approach for both manufacturers and notified bodies.
Proposed New Standard Groupings
As part of this review, the following groupings are proposed for CE marking of doors and windows:
Pedestrian doors: Combination of EN 14351-1 (excluding windows), EN 14351-2, and EN 16034
Windows: Combination of EN 14351-1 (excluding doors) and EN 16034
Industrial doors with fire resistance: Combination of EN 13241 (excluding pedestrian doors) and EN 16034
Industrial doors without fire resistance: Based partially on EN 13241
